In Sir John Shuckburgh's

absence on leave your note of the 18th

August, enclosing the draft letter

in regard to the dredging of Hong Kong

Harbour, has come to me.

After considering the position

in the light of the notes which

Sir John Shuckburgh left on our

papers, we think that it will be

best to suggest that para.6 of the

draft letter should be qualified by

a statement that the Colonial Office

representative on the Committee reserved

his opinion, pending further

consultation with the Governor, on

the question of the imposition of

additional
